Case Summary

During a close Florida Senate recount, political organizations challenged signature-match requirements for mail-in and provisional ballots. Florida later changed the challenged laws, making the underlying dispute moot. The Eleventh Circuit held that it retained jurisdiction to decide whether prior preliminary rulings should be vacated. It declined to vacate them because interlocutory rulings and preliminary-injunction decisions did not create negative collateral consequences under circuit precedent. The court therefore denied the motions to vacate and dismissed the appeal as moot.
