Case Summary

Luis Ernesto Perez-Quevedo pleaded guilty to two cocaine-conspiracy offenses arising from an international operation that used self-propelled semi-submersible vessels to move cocaine from Colombia toward the United States. He received a 210-month sentence and argued that the district court should have granted a minor-role reduction and expressly addressed the reduction factors. The Eleventh Circuit held that the sentencing court adequately considered his actual conduct in the multi-stage operation and did not clearly err in finding that he was not substantially less culpable than the average participant. Because the second argument was unpreserved and the record showed no plain error, the sentence was affirmed.
