Case Summary

The case challenged the universal-service contribution system administered by the Federal Communications Commission. The Court held that Congress supplied an intelligible principle and meaningful constraints for the FCC’s implementation of the program. The Universal Service Administrative Company provides advice but does not exercise the final governmental authority, so the scheme does not violate the nondelegation doctrine.
