Mommies Properties challenged a series of Forsyth County zoning-board decisions involving stop-work orders and a fine for piles of dirt and related land-disturbance activity. The Court of Appeals of Georgia considered four appeals together. It held that the county and zoning authorities had not established a legally sufficient basis for the challenged orders on the record presented and reversed the judgments in all four cases. The court noted that the piles had later been removed but treated that fact as insufficient to resolve the outstanding fine and stop-work orders.
