Case Summary

Kousisis obtained public contracts by making materially false statements about compliance with disadvantaged-business requirements, even though the government received the promised work. The Court held that federal fraud statutes do not require proof that the victim suffered economic loss. Depriving a victim of the benefit of its bargain through material deception can satisfy the property requirement.
