Case Summary

Ronald Clark sought federal habeas relief from Florida convictions and a death sentence after the Florida Supreme Court affirmed the judgment on direct appeal and collateral review. The Eleventh Circuit reviewed claims that trial counsel failed to present available mitigation evidence and that the state courts unreasonably rejected Clark’s constitutional challenges. Applying the highly deferential federal habeas standard, the court held that the state-court decisions were not contrary to or unreasonable applications of clearly established federal law. The record did not establish that counsel’s performance fell below the constitutional standard or that additional mitigation created a reasonable probability of a different penalty. The court also rejected Clark’s remaining claims as procedurally barred, previously resolved, or unsupported under the governing habeas framework. It affirmed the district court’s denial of relief and left the convictions and death sentence in place. The opinion recognized the force of Clark’s mitigation argument but concluded that federal law did not permit relief on this record.
